Quality Conservation Services and Free Energy Savings Company are working with TECH Clean California* and its supporting local utilities to provide free Heat Pump Water Heaters (HPWHs) to Quality Conservation’s eligible current and prior ESA (Energy Savings Assistance) Program participants. 

Modern Heat Pump Water Heaters are by far the most cost-effective and most efficient method available for residential water heating. According to the Energy Guides provided by the US Environmental Protection Agency with each appliance, HPWHs will save a typical family hundreds of dollars per year, compared to gas or electric water heaters. 

Heat Pump Water Heaters use a totally different approach to water heating that produces four times as much hot water with the same energy needed by a typical gas water heater. The Heat Pump Water Heater takes the free heat energy in the environment and “pumps” it into the tank to heat the water. Its energy and cost savings is similar to the difference between an old-fashioned incandescent bulb and a modern LED bulb, which provides the same light at a fraction of the energy. 

As with many modern energy technologies, the Heat Pump Water Heater works best if the home has already installed basic energy improvements, such as those available though the Energy Savings Assistance program. We strongly recommend participation in the free ESA program along with the free Heat Pump Water Heater installation.

  • The HPWH also acts as a dehumidifier and can also provide some minor cooling benefits. 
  • Switching to a heat pump is a health and safety upgrade. By eliminating the flames used in fossil fueled water heating, you also eliminate the resulting indoor energy pollution and its potentially toxic by-products. This is particularly important in homes with children or older occupants.
  • HPWHs reduce the greenhouse gas emissions impacting our shared environment. According to the California Air Resources Board, 85 percent of on-site building emissions come from space and water heating and cooling. Heat pumps are key to decarbonizing buildings and achieving California’s zero-carbon goals.
  • A heat pump water heater can be up to 3 times more efficient than a traditional electric water heater and up to 50% more efficient than a natural gas water heater, according to the U.S. Department of Energy and an analysis by ENERGY STAR. 
  • $$$ Savings on your energy bill!! Switching to a HPWH from a standard electric resistant water heater or standard gas water heater can save the average household hundreds annually, and thousands of dollars over the course of the water heater’s lifetime.


Heat pumps are ideal for California’s generally temperate climate and can be used for space heating, air conditioning, and water heating. Heat pumps also give customers greater control than conventional technologies, which leads to more comfortable homes.

*TECH Clean California is a statewide initiative to accelerate the adoption of clean space and water heating technology across California homes in order to help create an equitable pathway to carbon-free homes by 2045 and install six million heat pumps by 2030.
